Of course a more than basic knowledge of the software and other tools you would be needing is important to get started but this kind of knowledge can be gained in the matter of a few weeks and some practice. Websites and web pages and their kinds range from the most simple to very complicated. But for any kind of design what is formally required is a decision on the basic theme of the design. This in turn depends on the kind of content that would be included on the site. Therefore, a design idea is very important to grab the attention of the target audience. Therefore, if an artistically and creatively inclined person suddenly decides to become a web designer, it might not be a very bad idea. He might be competent enough for it. He must however go through some good web designs to keep himself updated with the latest designs and trends in order to not appear less knowledgeable to his clients.
